Definitions:

"Direct" lobbying activity:

Any communications with federal officials (including Member of Congress, congressional staff, federal government agency officials, or federal agency staff) with the intent to influence legislation, public policy, regulations, regulatory policies, market access, contracts, or programs. Note: filing a report required by statute, regulation, by Congress or an agency is not lobbying.

"Supporting" lobbying activity:

Preparation of information, research, or other background work intended for use in lobbying activities or planning activities for HCSC's lobbying efforts (i.e., developing talking points, issues briefs, policy briefs, or white papers that will be used for lobbying).

Lobbying does not include:

Communications requested by Members of Congress or Federal agencies, including Communications required for formal “on the record” comments, contracts, permits, licenses, and testimony at a formal hearing 

Response to a request by a federal official or staff for reports, information, statistics, subpoenas or similar documents 

Requests for a meeting with a congressional or agency official 

Requests for the status of an action by a federal agency or Member of Congress 

Making travel arrangements for a colleague who will be performing or supporting lobbying activities​
